Musulunci yana da kalmomi da suka hada da "kasa" da kuma "yanki" da "al'umma. Kasa a tunanin fikirar musulunci wuri ne guda daya, kuma dukkan iyakokin da ake da su ba su da wani tasiri wurin rusa kasancewar kasar musulunci da musulmi abu guda ne. kuma wannan kasa a bisa koyarwar musulunci dole ne ta kasance karkashin jagorancin shugaba daya ma'asumi (a.s), kuma wannan shi ne babban buri da hadafin hukumar Imam Mahadi (a.s).

Kuma idan wani yanki ne kawai aka samu damar tafiayarwa ta hannun malami to bisa maslahar musulunci da ta dace, haka nan dai ya hau kan malami ya kafa hukuma bisa wannan yankin. Don haka ne bisa asasin tsarin siyasar musulunci kasa dukkanta abu guda ne.
Amma kuma idan ya kasance kasashe a rarrabe suke ko a yanayin garuruwa ne, to bisa maslaha ya kasance wani nauyi na tilas da ya hau kan malami ya tafiyar da wannan yankin bisa dogaro da siyasar da take gudana.
